President Galvano Appoints Dr. James Sullivan to the Florida Red Tide Mitigation and Technology Development Initiative Advisory Council

Senate President Bill Galvano (R-Bradenton) today announced the appointment of Dr. James M. Sullivan Ph.D. to the Florida Red Tide Mitigation and Technology Development Initiative Advisory Council.



“Our economy, health and quality of life are tied to the well-being of our environment. The Florida Red Tide Mitigation and Technology Development Initiative will help our state develop technologies and approaches needed to address the control and mitigation of red tide and its impacts,” said President Galvano. “Dr. Sullivan is a nationally-recognized leader in researching harmful algal blooms and also in the development of techniques and instruments used to study the growth and spread of algae. He will be a key asset for the Initiative Advisory Council as they work to develop a science-based plan to mitigate the harmful impacts of red tide.”



Dr. Sullivan is the Executive Director of Florida Atlantic University’s Harbor Branch Oceanographic Institute. He previously held senior positions in academia and industry, both as research faculty at the University of Rhode Island’s Graduate School of Oceanography, and as a senior oceanographer for the company Sea-Bird Scientific, which manufactures instruments for measuring and monitoring ocean activity. Dr. Sullivan earned his masters and doctoral degrees in biological oceanography with specializations in phytoplankton physiology and ecology, as well as bio-optics and biophysics, from the University of Rhode Island, Graduate School of Oceanography.



Senate Bill 1552, Florida Red Tide Mitigation and Technology Development Initiative, by Senator Joe Gruters (R-Sarasota) establishes the Florida Red Tide Mitigation and Technology Development Initiative as a partnership between the Florida Fish and Wildlife Conservation Commission’s Fish and Wildlife Research Institute and Mote Marine Laboratory. The purpose of the initiative is to develop technologies and approaches needed to address the control and mitigation of red tide and its impacts. The bill requires the Florida Red Tide Mitigation and Technology Development Initiative to submit an annual report, beginning January 15, 2021, containing an overview of the initiative’s accomplishments and priorities to the Governor, the President of the Senate, the Speaker of the House of Representatives, the Secretary of Environmental Protection, and the Executive Director of the Florida Fish and Wildlife Conservation Commission.

SENATOR TADDEO AND REP. DALEY FILE LEGISLATION TO REPEAL UNCONSTITUTIONAL NRA BACKED GUN REGULATION RESTRICTIONS ON LOCAL GOVERNMENTS

MIAMI, FL On Wednesday, State Senator Annette Taddeo (D-Miami) filled bill SB 134 to repeal the NRA backed restrictions on local governments to enact gun regulations. State Representative Dan Daley (D-Coral Springs) has filed the companion bill in the House. This bill repeals Section 790.33, Florida Statutes, which preempted local gun regulations, and would subject local elected officials to fines, removal from office, and lawsuits for enacting regulations on guns within their communities.



 “We need to repeal this preemption law enacted in 1987 that circumvents the will of the people to have elected officials pass common sense gun laws in their communities,” said Senator Taddeo.



Although these extreme restrictions have existed one way or another in the law since 1987, last month a court ruled that the penalties against of local government officials for performing their duties was unconstitutional.  The Court held that this NRA backed law that prevented local government officials, under threat of fines and removal from office, from passing any gun control measures to be unconstitutional. 



“In the wake of the shooting at my alma mater, Stoneman Douglas High School, I joined with fellow local elected officials to bring the lawsuit to overturn the draconian and unconstitutional punitive provisions. This NRA-backed law was wrong when it was passed in 1987 and is wrong today. That's why I'm proud to sponsor this legislation alongside Senator Taddeo.



Since 2011, local elected officials, those who know their community best, have been prevented from doing what their residents demand. Gun violence is an epidemic that the entire nation is being subjected to and all levels of government should have a seat at the solution table.” said Representative Daley.



I know the Attorney General has filed a notice of appeal and will attempt to use the court system to attempt to thwart the ruling and go against people’s will, but I will not give up on this.  These are the battles that will show us who they really are,” added Senator Taddeo.
